Tiny Homes Are Proposed for S. Dixieland in Rogers. Here’s What We Know.

The Gardens at Dixieland is a rezoning proposal for two residential properties. We checked the application, current ownership and maps ahead of an anticipated November 3 hearing.

A project name, and an answer

The Gardens at Dixieland is a proposed tiny-home development at 1704 and 1710 S. Dixieland Road in Rogers. That description comes from the city’s rezoning application—not from a construction permit or an approved building plan.

Rogers lists the case as RZ26-00597, with a Planning Commission hearing anticipated for November 3. The guest-access case record currently says “Fees Paid.” It names Kris Gifford as applicant and Village Square of HSV LLC as property owner.

Two addresses, one current owner

Benton County’s current parcel lookup lists Village Square of HSV LLC as owner of both properties. Each parcel is recorded as 2.42 acres, for a combined 4.84 acres by addition. The application reports five acres; the records reviewed do not explain that difference.

Both county records point to the same deed reference: book L2026, page 27664, filed May 15, 2026. That is the recorded filing date. We have not inspected the deed image to establish its signing date, sale terms or exact transfer language.

What is there, and why seek a zoning change?

The application describes two lots with a single-family house on each. This report relies on that description; Around Arkansas has not made a current field visit or verified whether any structures have since changed.

The applicant is seeking T4.1 zoning for the tiny-home proposal. There is a discrepancy to watch: the application’s “present zoning” field says RI, while the city’s zoning map identifies the property as T2—Rural. We have not resolved why those fields differ.

The city’s future-land-use map places the property in Urban Neighborhood, labeled U-NH. That describes the city’s planning vision; it does not approve this project or replace the zoning decision. A staff report should help explain how the request fits the site and its surroundings.

“Tiny homes” does not yet tell us the layout

The readable application confirms the proposed use, but it does not establish how many homes or buildings are planned, their sizes, whether they would be rented or sold, or a construction timetable. Access, utility connections and drainage design also remain unverified.

We could read the public case fields through guest access, but its linked plan viewer returned “User not found.” We did not obtain a readable concept or site plan or a Gardens staff report. Nothing in the materials reviewed establishes that the existing houses will be demolished or that construction has begun.

What the November 3 hearing would decide

November 3 is the date currently shown by both the hearing list and the case record. It is an anticipated rezoning hearing, not a promised construction start. Under Rogers’ procedure, the Planning Commission makes a recommendation and City Council decides the zoning amendment.

Even a zoning approval would leave the eventual development subject to the separate site and building approvals it requires. It would not, by itself, confirm the number of homes, authorize demolition or establish a groundbreaking date.

When residents can learn more or comment

Rogers says staff reports are generally posted the Friday before a hearing. If November 3 stays on the schedule, that Friday is October 30. Treat it as a date to check for more detail, not a guarantee that a particular plan or report will appear.

Planning Commission normally meets at 5:30 p.m. at City Hall, 301 W. Chestnut Street. Confirm this case’s agenda before attending. The city’s hearing instructions allow three-minute comments, ask speakers to give their name and address, and provide for written comments from people who cannot attend.

For now, the answer is specific but limited: a tiny-home development has been proposed for these two Dixieland properties. The next useful records are the staff report, any readable plan and the hearing outcome. Until then, a project name and a rezoning filing should not be read as an approved development.
